Starting SVN server

We are having a problem with starting SVN server from web portal. Currently attempt to start SVN server from web portal results in error message "Your attempt to start the Apache server has failed." This is particularly strange since SVN server is actually starting up nicely, and everything works as intended. Only problem is that web portal shows that server is not running, which is confusing. Also a direct consequence of this is that it is impossible to restart or stop SVN server from web portal since it thinks server isn't running in the first place. Starting, Stopping and restarting the server from command line works fine and results in no errors. Apache error log isn't showing anything out of ordinary, so the problem must be in uberSVN?

We are running uberSVN version 13.2 build 3153 on Ubuntu server 12.04.

All ideas are appreciated.
